Who handles this transaction abroad?

When a person gets into trouble and leaves a country, then do all countries oblige and return them to face the court or do they protect some? I don’t think this should be allowed, and all criminals including those who have diplomatic immunity should also face anything they do wrong. Seems unfair if anything. Who can they hire to do the international prisoner transfers? Are they done by someone else or the people or country who wants them brought back? I have lots of questions on this subject. It must be very expensive to do this and should the criminal have to pay when they have to bring them home?
